ESSR III PROPOSED PLAN
The North Montco Technical Career Center has developed a plan to apply for federal funds that are in response to the impact COVID-19 has had on our students. Below is a short summary of the funding source and NMTCC’s strategic goals for this funding.
ARP ESSR III
The American Rescue Plan Act of 2021 provides Pennsylvania with $4.9 billion is emergency funding to support the long-term work of education recovery. Under Act 24 or 2021, the Pennsylvania General Assembly and Governor Wolf allocated $135 million to intermediate units, career and technical education centers, school designated for Additional Targeted Support and Improvement (A-TSI), private residential rehabilitative institutes, approved private schools, chartered schools for the deaf and blind, and entities providing services for youth in local correctional institutions and community day programs.
The NMTCC proposed plan is focused on 3 Strategic Goals. These goals address student learning loss and mitigation efforts due to the pandemic. These goals will be implemented during the 2021-22 and the 2022-23 school year and are as follows:
NMTCC Strategic Goal 1: Address technical learning loss by providing an extended school day cosmetology clinical and a Summer Skills Sharpening Camp for current students attending NMTCC.
NMTCC Strategic Goal 2: Provide for a safe school environment by employing various mitigation strategies, including robust contact tracing, weekly Covid-19 Assurance testing, and additional student training stations equipped with single-user instructional items, hand tools, and devices in the CTE program labs.
NMTCC Strategic Goal 3: Provide professional development & instructional coaching to CTE faculty focused on academic integration and mental health support strategies in order to improve students’ academic & technical skill attainment and overall student wellness resulting in increased student success earning NOCTI/NIMS certificates & program specific industry certifications and licenses that support alternative pathways to graduation.

MILITARY RECRUITERS
The Every Student Succeeds Act set forth provisions that allow military personnel access to secondary school students’ directories. These directories typically contain student’s names, address and phone numbers. In order to comply with the federal mandate, North Montco Technical Career Center will provide students’ directory listings unless directed otherwise by the parent/guardian. Additionally, the No Child Left Behind Act allows parents to remove their child’s name from the list.
In order for you to remove your child’s name from this list, please contact NMTCC by emailing northmontco@nmtcc.org by the third Friday of September. You may also submit your request to the Main Office at North Montco Technical Career Center.
Please note, you must complete this information yearly even if you had your child’s name removed last year.
Additional details are available on the Pennsylvania Department of Education website using this link.

REQUEST FOR PESTICIDE APPLICATION
The North Montco Technical Career Center (NMTCC) uses an Integrated Pest Management (IPM) approach for managing insects, rodents and weeds. Our goal is to protect every student from pesticide exposure by using an IPM approach to pest management. Our IPM approach focuses on making the school building and grounds an unfavorable habitat for these pests by removing food and water sources and eliminating their hiding and breeding places. We accomplish this through routine cleaning and maintenance. We routinely monitor the school building and grounds to detect any pests that are present. The pest monitoring team consists of our building maintenance, office and teaching staff and includes our students. Pest sightings are reported to our Facilities Operations Manager who evaluates the “pest problem” and determines the appropriate pest management techniques to address the problem. The techniques can include increased sanitation, modifying storage practices, sealing entry points, physically removing the pest, etc.
From time to time, it may be necessary to use pesticides registered by the Environmental Protection Agency to manage a pest problem. A pesticide will only be used when necessary, and will not be routinely applied. When a pesticide is necessary, the school will try to use the least toxic product that is effective. Applications will be made only when unauthorized persons do not have access to the area(s) being treated. Notices will be posted in these areas 72 hours prior to application and for two days following the application.
Parents or guardians of students enrolled at NMTCC may request prior notification of specific pesticide applications made at the school. To receive notification, you must be placed on the school’s notification registry. If you would like to be placed on this registry, please notify the school in writing, at 1265 Sumneytown Pike, Lansdale, PA 19446, attention Facilities Operations Manager.
If a pesticide application must be made to control an emergency pest problem, notice will be provided by telephone to any parent or guardian who has requested such notification in writing. Exemptions to the notifications include disinfectants and antimicrobial products, self-containerized baits placed in areas not accessible to students, and gel-type baits placed in cracks, crevices or voids.
Each year NMTCC will prepare a new notification registry. If you have any questions, please contact the Facilities Operations Manager at 215-368-1177.

TRANSPARENCY IN COVERAGE
Transparency in Coverage (TCR) - Machine-readable files for health plans.
The link below includes a Table of Contents (ToC) file in .JSON format unique to NMTCC. The ToC file contains a series of links to both in-network MRFs specific to NMTCC's plan(s) and out-of-network MRFs specific to NMTCC. If NMTCC has contracted separately with health systems or medical vendors, then those rates will not be included within the files.
Here are NMTCC's unique links:
Link format
Per CMS guidelines, the data contained within the unique link is displayed in a .JSON (JavaScript Object Notation) file. The JSON format is a technical standard data interchange format that is primarily used for transmitting data between a web application and a server.
These files must be opened using a specialized .JSON file reader. If a .JSON file is opened using a standard business application (such as Microsoft Word), the file contents will appear as a large series of alphanumeric characters (similar to .HTML code) that will not be able to be clearly read or understood.
Intended Audiences
These files are meant to be used by researchers, government entities, and data aggregators to develop comparative data across health insurance issuers. They are not intended for use by health plan members, employees, or non-technical business users.
